Most London boroughs sit on flat beds of London Clay, where water drains slowly, and basement issues usually involve steady, predictable moisture pressure. Hampstead is different.
The hill that Hampstead sits on is geologically unusual. Beneath the streets and gardens of NW3, a deep layer of Bagshot Sand and gravel up to 24 metres thick at the highest points acts as a natural sponge, absorbing rainfall and holding it above the impermeable London Clay beneath. As that water saturates the sand layer, it cannot pass through the clay, so it moves laterally downhill and emerges at the boundary between the two formations as springs. This is the origin of the Fleet River and the Westbourne, both of which have headwaters on Hampstead Heath. It is also why the area around Well Walk and Frognal has been historically wet for centuries; early OS maps of the area record numerous wells and pumps, and the name Frognal itself is thought to derive from a medieval word meaning "nook of land frequented by frogs."
